Chief of Service, Service Delivery, D-1 NEW

This position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS).

Within the delegated authority, the Chief Service Delivery D-1 is responsible for the following functions:

PROFESSIONALISM: Knowledge of the substantive field of work in the areas of operational support & logistics service delivery management, planning and coordination. Ability to produce reports and papers on technical issues and to review and edit the work of others. Ability to apply UN rules, regulations, policies and guidelines in work situations. Ability to apply discretion and sound judgment in applying technical expertise to resolve complex and/or sensitive issues. Knowledge of logistic service delivery operations, procedures and practices. Knowledge of project management. Ability to develop and ability to apply logistic service delivery procedures and programmes. Ability to provide professional technical advice in a broad range of logistic service delivery areas. Knowledge of institutional mandates, policies and guidelines related to logistic service delivery and knowledge of the institutions of the UN system. Excellent negotiating and leadership skills. Shows pride in work and in achievements. Demonstrates professional competence and mastery of subject matter. Is conscientious and efficient in meeting commitments, observing deadlines and achieving results. Is motivated by professional rather than personal concerns. Advanced university degree (Master’s degree or equivalent) in business administration, engineering, logistics, medical, aviation or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

A minimum of fifteen years of progressively responsible experience in administration, logistics or service delivery areas, such as integrated support services, operational support or technical services; logistics; planning; program management; property, contract and resource management; or related field is required. Experience in collaborating across multiple groups efforts to achieve strategic objectives and priorities is required. At least five years of management experience in the area of service delivery, operational support, logistics or related field in an international environment is required. Experience in managing complex service delivery operations in a conflict or post-conflict environment with scarcity of resources is desirable. Experience in planning, deployment or sustaining field operations is desirable.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

This position specific job opening is being advertised based on the current approved staffing structure and relevant funding of UNSOH. An appointment may be terminated, or post level adjusted in accordance with the Staff Rules for such reasons as abolition of post or reduction of staff or committee funding approvals, for example in the event that the funding for the post is not approved or the mandate of the mission is not extended.
