Chief of Service, Supply Chain Management, D-1 NEW

This position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Chief of Service, Supply Chain Management D-1 will be responsible for the overall management of supply chain activities which includes planning, guidance and coordination of all supply chain areas. The incumbent of this position reports directly to the Director of Mission Support (DMS). The position is based in Port-au-Prince, which has been designated by the United Nations Secretariat as a non-family duty station. Accordingly, UNSOH personnel assigned to Port-au-Prince are not authorized to relocate family members to this duty station.

Within delegated authority, the Chief of Service, Supply Chain Management D-1 will be responsible for the overall management of supply chain activities which includes planning, guidance and coordination of all supply chain areas. These integrated supply chain areas include planning and execution including guidance and policy of acquisitions, procurement, warehousing, asset and inventory management, supply chain business intelligence, transportation and freight planning (air, land, sea), expediting movement and tracking distribution as follows: Management:

Advanced university degree (Master’s or equivalent) in supply chain management, business administration/management, or related field. A first-level university degree with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Certification in Project/Programme Management methodology by an accredited body (e.g., PMP, PGMP, PMI, PRINCE 2 Foundation Project Management certification or practitioner level) or equivalent is desirable.

A minimum of fifteen years of progressively responsible experience in at least three supply chain management functions: acquisition, procurement, supply chain planning, logistics, warehousing, asset and inventory management, passenger and cargo transportation, or contract management is required. At least five years of management experience in supply chain management, of which at least three years of managing supply chain operations in an international environment is required. Experience in planning, sustaining and managing complex supply chain management operations in a conflict or post-conflict environment with scarcity of resources is desirable. Experience in leading a change management initiative, programme or project in the area of supply chain is desirable. Experience in negotiation, communication and collaboration with diverse stakeholders and clients is desirable.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
